Exchange Agreement – General Instructions

Its purpose is to establish terms and conditions for the mobility of faculty, students, and technical-administrative staff between the University of Brasília and other international or foreign institution(s).

Initial procedures with the institution of interest

The interested party must:

  • Contact the institution of interest;
    An international or foreign institution is one that is not registered in the National Registry of Legal Entities (CNPJ).
  • Define the objective of the partnership together with the institution of interest.

When is the agreement signed?

  • The instrument will be signed after the final version arrives via SEI. The final version is understood to be the document that has been duly completed, negotiated, and approved by the partner institution.
  • The monitoring of the process is the responsibility of the “manager,” that is, the professor indicated in the proposal form.
  • At UnB, international instruments are signed by the Secretary of International Affairs. Therefore, the name of the current Secretary of International Affairs (and not the one of the University Rector) must appear in the signature field of the instrument, which can be consulted here.

Note: The agreement will be signed electronically (via Gov.Br, AdobeSign, or other valid electronic signatures in each country). Paper signatures will be used exceptionally, when electronic signatures from the partner are impossible.

Preferably, we need to sign electronically first.

How to set up the SEI process?

Start an electronic process in SEI with the type: “General Administration: Agreements” and attach the following documents:

1) International projects form, covering the items in Annex I of CAPRO Resolution No. 0006/2020. [template available in SEI].

2) Draft of the instrument in Portuguese (mandatory) and in the respective foreign language(s). The draft must be completed with the partner institution’s details in all languages in which the instrument will be signed.

– Note: the international instrument is negotiated with the partner by the instrument manager. Managers are defined as the professors/staff indicated in items 3.3 and 3.10 of the INTERNATIONAL PROJECTS FORM

3) Declaration of correspondence between languages, duly signed by the UnB employee responsible for the translation or for checking the translation, containing a self-declaration of knowledge of the foreign language [template available on SEI].

4) Lattes curriculum vitae of the applicant and curriculum vitae of team members.

The process must then be forwarded to the highest collegiate body of the academic unit, which will be responsible for inserting the following documents:

5) Opinion and minutes of the meeting of the highest collegiate body of the academic, administrative, or complementary unit, or order from the highest authority of the unit that does not have a highest collegiate body, with approval of the project and the terms of the intended instrument and the information on the International Projects Form.

Subsequently, the instrument is forwarded to the INT/AGREEMENTS unit for processing, as provided for in the aforementioned resolution.

Additional Information

Languages: It is essential that the legal representative of all institutions involved sign in Portuguese. The decision to sign the corresponding version in another language will be made by the partner(s).

Processing time: It is not possible to specify the processing time, which may vary depending on the type of agreement and the response of the institutions involved. For this reason, the process should be initiated as early as possible and will be handled by INT on a first-come, first-served basis. Correct processing of the case will reduce the processing time. If there is a deadline for the start of any activity related to the agreement, INT recommends that the case be submitted at least six months in advance. Urgent processing is exceptional, subject to evaluation by INT, and timely completion is not guaranteed.
